Sekolah Bertaraf Internasional : Sebuah Epistemology

Berikut saya sampaikan jawaban saya dari beberapa pertanyaan pembaca tentang aspek pengembangan SBI.

Dalam konteks Filsafat, maka aspek pengembangan SBI dapat dimasukkan ke ranah Epistemologi yang meliputi Sumber-sumber pemahaman SBI, macam aspek-aspeknya, referensi pendukung, evidences, pembenaran, metode, arah dan tujuan.


Dalam persepsi saya Sekolah Bertaraf Internasional, atau Sekolah Berstandar Internasional, atau World Class University, atau apapun namanya, dalam konteks ke Indonesiaan adalah suatu PROSES INTERAKSI antara DUA hal :
-Global VS Indonesia,
-Maju VS Berkembang,
-Sophisticated VS Traditional,
-Teori VS Praktek,
-Produk VS Proses,
-Pemerintah VS Masyarakat,
-Undang-Undang VS Implementasinya,
-Standard VS Non-standard,
-the Winner VS the Looser,
-the Best VS the Least,
-the Fact VS the Potentiality,
-the Idealism VS the Pragmatism,
-the Obligatory VS the Need,
-the Long Term VS the Short Term,
-Centralized VS Decentralized,
-International Value VS Local Value,
-Logic VS Action,
-Knowledge VS Experience,
-Terminal Point VS Starting Point,
-Ego VS Iklhas,
-Moving VS Steadily,
-TESIS VS ANTI-TESIS, dst.


Dengan konsep tersebut di atas maka persoalan pengembangan sekolah menuju SBI adalah seberapa jauh Tata Ruang dan Segment Waktu yang ada, memberikan dan mampu dimanfaatkan oleh segenap unsur-unsur (tesis-tesis) tersebut di atas untuk melakukan interaksi secara sinergis, intensif dan ekstensif.

Unsur-unsur berkonotasi TERMINAL POINT sengaja saya letakkan dibagian kiri misalnya Internasional, Standard, the Winner, dst.

Sedangkan unsur-unsur berkonotasi STARTING POINT saya letakkan di bagian kanan, misalnya Tradisional, Local, the Loser..dst.

Kondisi psikologis unsur-unsur TERMINAL POINT tentunya berbeda dengan unsur-unsur STARTING POINT.

Dengan kata lain, tantangan pengembangan SBI ke depan adalah seberapa jauh dan bagaimana mampu segenap unsur-unsur (tesis-tesis) tersebut TERJEMAH dan DITERJEMAHKAN atau saling BERSINTESIS secara sinergis, ekstensif dan intensif.

Faktanya (bagian kanan), yang didukung EVIDENCES ternyata bahwa TIDAKLAH MUDAH melakukan hal tersebut di atas.

Kalau boleh dikatakan bahkan SANGAT SULIT DIWUJUDKAN disebabkan oleh adanya SIFAT EGO yang menonjol, menguasai dan membatasi ruang gerak unsur-unsur (tesis-tesis) tersebut.

Dalam jangka waktu pendek, hal demikian kelihatan bersifat KONTRA PRODUKTIF, tetapi dalam jangka panjang (setelah mungkin ganti generasi) akan memberi harapan.

Hypothetical analyses saya menyimpulkan bahwa dalam 100 tahun, bangsa kita masih kalah dengan bangsa Jepang, Cina dan Amerika; tetapi kita akan melihat kejayaan Indonesi setelah kurun lebih dari 100 tahun (alih beberapa generasi).

Maka tantangan pengembangan SBI secara konseptual atau secara hakikinya, tidak cukup hanya menemukan anti-tesis tetapi juga MENSINTESISKAN antara TESIS dan ANTI-TESIS.

Apa yang sedang saya lakukan ini adalah kegiatan SINTESIS atas tesis-tesis dan anti tesisnya.

Ruang dan Waktu akan menjadi saksi, kemana dan sampai kapan dan sampai dimana perjalanan bangsa ini khususnya nasib pengembangan SBI.

  2. Dan mungkin memang seperti itulah adanya, dalam menuju SBI yang sesungguhnya memerlukan keteguhan dalam menjalani/melampaui segala kontradiksi yang ada. Tapi jika kita ibaratkan Indonesia maju adalah tujuan dan SBI adalah alat dalam suatu proses yang berkesinambungan, maka SBI harus memperhatikan segala bentuk kontradiksi yang ada, selain itu SBI juga harus bisa menyelaraskan segala tesis-antitesis agar berjalar searah dan penuh harmoni...Jangan takut dengan kontradiksi, Karena dunia ini adalah kontradiksi..

    Indonesia kaya akan teori namun kita masih sulit untuk menerapkan teori tersebut secara sempurna.
    menurut hemat saya beberapa penyebab Sekolah Bertaraf Internasional masih belum bisa berjalan secara maksimal sampai saat ini karena kurangnya kesadaran pada pendidik maupun pada peserta didik dalam membaca (dalam rangka memperoleh ilmu pengetahuan) seperti negara jepang, cina dan amerika yang sangat sadar akan pentingnya Membaca sehingga membaca sudah dianggap sebagai suatu kebutuhan dan kewajiban dan hal ini sangat banyak berpengaruh terhadap kualitas pendidikan dinegara-negara tersebut. selain itu, Bahasa asing sebagai bahasa pengantar di sekolah-sekolah yang berstatus rintisan sekolah bertaraf internasional di Indonesia berjalan tidak efektif. Ini disebabkan tidak ada standar pengajaran yang jelas sehingga metode pengajaran bahasa asing setiap guru berbeda.
    Hal itu dikemukakan Head of English Development British Council Danny Whitehead yang memaparkan hasil penelitian Stephen Bax dari University of Bedfordshire, Inggris, di konferensi internasional "Language, Education, and Millenium Development Goals (MDGs)",
    "Setiap guru di satu sekolah yang sama bisa saja metode pengajaran dengan bahasa Inggrisnya berbeda-beda. Ini disebabkan tidak ada panduan dan standar pengajaran yang jelas," ungkap Whitehead.
    Hasil penelitian itu juga menyebutkan, penggunaan bahasa asing tidak efektif karena jumlah guru yang memiliki kemampuan mengajar dalam bahasa Inggris kurang dari 25 persen. Mayoritas guru hanya sekadar bisa berbicara dalam bahasa Inggris.

    Perjalanan RSBI menuju SBI saat ini masih sangat jauh dari yang diamanatkan oleh peraturan pemerintah yang mendasari penyelenggaraan SBI pada jenjang yang bersesuaian.

    Hal yang paling menonjol dari perjalanan tersbut adalah penyiapan sarana dan prasarana sekolah. Ini memang sangat penting, tetapi menurut saya RSBI/SBI bukanlah sekolah dengan bangunan megah dan fasilitas mewah.

    Dalam perjalanannya menuju SBI, ruh dari sekolah yaitu "kurikulum" dan "proses pembelajaran" hampir belum ada yang melaksanakannya sesuai dengan yang diamanatkan dalam peraturan yang ada, yaitu kurikulum yang diperkaya dengan standar dari negara OECD atau negara maju lainnya, serta proses yang berbasis IT, aktif, kreatif, menyenangkan dan kontekstual.

    Apalah artinya bangunan megah dan fasilitas mewah jika ruhnya diabaikan (kurang / tidak mendapat perhatian yang lebih)?

    Jadi, apapun nama/istilahnya (Rintisan, Potensial, SSN, ataupun RSBI/SBI) yang paling utama adalah niat dan komitmen dari semua komponen terkait, yaitu pemerintah, sekolah (Kepala Sekolah, tenaga pendidik dan kependidikan), dan masyarakat (komite) untuk bersama-sama membangun kinerja sekolah yang berwawasan internasional dengan basis budaya lokal.

    Sekolah Bertaraf Internasional : Sebuah Epistemology
    Sangat diakui bahwa untuk menjadi sekolah yang bertaraf internasional bukanlah pekerjaan yang mudah, banyak hal yang harus dibenahi. Mulai dari perbaikan sarana dan prasarana sekolah, mencari dukungan dari pemerintah daerah, dan yang tidak kala pentingnya adalah merubah paradigma guru. Mengubah paradigm adalah hal yang paling sulit menurut saya, karena terkait dengan masing-masing individu dan kebiasaan yang dilakukan untuk mulai bergerak kesisi yang lain diperlukan kesadaran dari individu untuk mau berubah, bahwa pembelajaran haruslah student centred. Hal yang lain yang menurut saya diperlukan untuk membangun sekolah bertaraf internasional adalah kemauan untuk menjalankan komitmen yang sudah dibuat oleh semua pihak yang terkait, komitmen untuk berubah kearah yang lebih baik.
    Meskipun menyadari bahwa tidaklah mudah menuju kesana, akan tetapi tetap ada harapan bahwa suatu hari nanti pendidikan kita akan diakui ditingkat dunia.

    Seperti telah kita ketahui bahwa sekolah bertaraf internasional haruslah didukung oleh komponen-komponen yang juga bertaraf internasional yaitu dari komponen sarana prasarana, kurikulum, guru , metode, siswa, dan kepala sekolah. Untuk menjadi sekolah yang bertaraf internasional tentunya bukanlah pekerjaan yang mudah,ada banyak hal yang harus dibenahi agar komponen-komponen tersebut menjadi bertaraf internasional,terutama adalah merubah paradigma guru dalam pembelajaran dari teacher centered menjadi student centered. Hal ini tidaklah mudah karena terkait dengan masing-masing individu dan kebiasaan yang dilakukan. Hal yang lain yang diperlukan untuk membangun sekolah bertaraf internasional adalah kemauan untuk menjalankan komitmen yang sudah dibuat oleh semua pihak yang terkait, yaitu pemerintah, sekolah (Kepala Sekolah, tenaga pendidik dan kependidikan), dan masyarakat (komite) untuk bersama-sama membangun kinerja sekolah yang berwawasan internasional.
    Meskipun disadari bahwa hal itu tidak mudah, namun tetap berharap bahwa suatu hari nanti pendidikan kita akan diakui ditingkat dunia.

    To be an International School Standard isn’t an easy work because there are so many things that must be improved such as school facilities and infrastructures, and also support from government (includes the donation). But the important thing is the changing of teacher’s paradigm in that learning isn’t teacher centered but learning is student centered altough it isn’t easy because it is related to individually and their habits. The other things that must be done to build an school with international level/standard is the willingness to execute commitments have created by all of stakeholders like government, components of educational in school (headmaster, teachers and educators), and school committee, to to work together build an international-minded school performance. Although realized that it is not easy, but still hope that someday our education will be recognized at the global level.
    I interested with Husnul Laili's comment above that according to Whitehead that "Each teacher in the same school may have same a teaching method but their English ability is different. It because there is no guidance and a clear teaching standards". Yeah, I think it's true and I'm sure that in some school the teacher's ability in communication using English is very limited. And it is according to the result of research that using a boarding language like English isn't effective because number of teachers who have the ability to teach in English less than 25 percent. Some teachers just can speak in English.

Sebenarnya inti dari SBI ini adalah semakin tumbuhnya kesadaran akan pentingnya untuk terus belajar dan berefleksi serta berkembangnya pengetahuan dan kesadaran terhadap pendidikan demokratis dan multikultural. Guru dalam SBI didesain sebagai sosok yang sangat paham makna dari konsep pembelajaran deep-learning, higher order thinking skills, dan contextual learning bagi siswa dan semakin mengetahui keterbatasan dan manfaat dari pembelajar an rote learning yang selama ini biasa dipakai di sekolah. Hal yang lain yang menurut saya diperlukan untuk membangun sekolah bertaraf internasional adalah kemauan untuk menjalankan komitmen yang sudah dibuat oleh semua pihak yang terkait, komitmen untuk berubah kearah yang lebih baik.
    Meskipun menyadari bahwa tidaklah mudah untuk menuju kesana.

    Sebenarnya pemberian Plat Sekolah SBI atau RSBI tidak lah dibutuhkan karena yang penting dalam sebuah sekolah adalah mutu pendidikan didalamnya.
    Di negara maju seperti jepang dan lainnya mereka tak perlu menggunakan Bahasa inggris sebagai pengantar tapi malah bangga dengan bahasa Ibu mereka yaitu Jepang.

    Di Indonesia hal berbeda malah terjadi,kini pelajaran bahasa daerah malah dihilangkan ketika memasuki Sekolah menegah atas atau sederajat padahal bahasa daerah adalah jati diri mereka.
    Seharusnya pemerintah dalam hal ini melalui KEMENDIKNAS lebih memberikan solusi yang tepat dan matang dan semoga pendidikan di Indonesia semakin maju.

    Tidak seharusnya memajukan pendidikan nasional dengan mengorbankan nilai-nilai nasional yang kita junjung. Padahal sekolah bertaraf internasional (SBI) lebih menekankan pengembangan daya kreasi, inovasi, dan eksperimentasi untuk memacu ide-ide baru yang belum pernah ada. Memang dalam SBI proses belajar mengajar disampaikan dalam dua bahasa yaitu bahasa Inggris dan bahasa Indonesia. Tapi hal ini menjadi dilema tatkalah hanya menonjolkan salah satunya atau hanya menguasai salah satunya.

    Rintisan Sekolah Bertaraf Internasional, merupakan sekolah yang dipersiapkan menuju ke Sekolah Bertaraf Internasional. Tetapi untuk sampai kesana tidaklah mudah maka perlu kerjasama dari semua komponen sekolah. Dan perlu juga dipahami bahwa untuk sampai ke sana maka perlu adanya proses dan waktu dimana sekolah harus melakukan perbaikan secara terus menerus. bercita-cita boleh karena dengan cita-cita menuju ke SBI maka sekolah pasti akan mengusahakan dengan berbagai cara, kita harapkan dengan adanya kinginan menuju SBI maka semua komponen sekolah akan selalu melakukan tindakan perbaikan terhadap semua faktor yang mempengaruhi proses pembelajaran. Dan menurut saya itu sah-sah saja dan memang kita wajib mengusahakan kearah SBI, dengan selalu melakukan perubahan secara terus menerus. Tetapi sebelumnya kita harus percaya dulu satu sama lain dan saling mendukung baik dari lingkungan sekolah, dan daerah. Dan marilah bersama membangun bangsa Indonesia ini dengan kita tinggalkan Ego kita masing-masing demi kelangsungan Pendidikan Di Indonesia.

    RSBI which is the beginning of the SBI, it should get more attention today. As we know RSBI now have mushroomed in Indonesia. It is also worth questioning we have prepared us to implement this program or just a trend RSBI school to make it look fancy. RSBI to be rethought is the most important quality not quantity, when it acquired the education in Indonesia would be developed with the support of all parties.

    I also think that to be international-based school must be improved in all of aspects of education. Beside of that, all of aspects that encourage education system and teaching learning process also must be improved so have same level with the other of international school. Deeply, i think that in Indonesia not just to be an international-based school, but the meaning of international level should be implemented in student’s activities. Looks better if our international-based school be a school for the purpose of comparative study from abroad school. Furthermore, the big name og international-based school must be offset with school’s achievement. So, beside all of aspects that encourage education systems having international level, but also all of component like students, teachers, headmaster should active giving participation in international world competition.
    One more that must be stress on developing school to be an international-based school is Indonesian’s culture. Don’t forget about it! I think that be international school should not be same with the international culture. I appreciate to school that be an international school but also develop our culture, Indonesian’s culture accord to Pancasila. This is can be our school excess because not only having international school’s level but also develop the culture. I think that whether we can develop our culture in our international-based school, abroad school or international people will interest with us.
    So, develop our qualities of school to be international school and don’t forget Indonesian’s culture.

  13. SBI is a process between Global and indonesia. Indonesia as a part of the global nations in the world. That's why, the increase of SBI in Indonesia must born a new generation that have quality to compete globally. Infact, SBI in indonesia still can't answer this global challenge. It's caused of some SBI in Indonesia still use traditional method to teach the students.

    Dengan tekad menuju Dunia Pendidikan Internasional,. Tentunya perkembangan ini harus berjalan alami, bukannya dipaksakan. Sebab berkembang menjadi RSBI bukanlah hal yang mudah bagi sekolah. Ide dasarnya tentu dari semangat peningkatan kualitas pendidikan yang diusung oleh UU Sisdiknas. Dalam UU ini disebutkan bahwa di tingkat daerah kabupaten/kota, minimal ada satu sekolah di setiap jenjang yang dikembangkan menjadi RSBI. Nah, lebih mendasar lagi, RSBI sebenarnya dihadirkan sebagai jawaban dunia pendidikan atas perkembangan jaman yang pesat sekarang ini. Era global tentunya menuntut sumberdaya manusia yang juga memiliki kualifikasi global. Karena itu perlu dimulai satu sistem pendidikan yang bisa menjembatani anak didik masuk ke dunia global. Ya namanya juga bidang pendidikan, perbedaan mendasar RSBI dengan sekolah lain itu pada konsep pembelajarannya. Di RSBI, selain menuntaskan kurikulum nasional harus ditambah dengan membuka kurikulum internasional. Untuk itu tergantung niatan kita bersama apapun nama sekolahnya kalau kita tidak mau berubah kearah yang lebih baik , membuka cakrawala kita , menyatukan visi dam misi kita , dan menjalain kerjasama dengan berbagai pihak baik local, nasional maupun internasional saya kira sama saja lebel SBI akan sama saja dengan sekolah non SBI.

    True international school does not guarantee whether the school is already implementing a quality learning process and whether the school is able to compete with schools of other international standard. Because it is all necessary to achieve a balance, between educators, students, and school environment. If the balance of all the above can be run with the harmonious realization of international schools that could otherwise be in accordance with the predicate that carried the school.

    Introduction
    Supervisor that is an education leader who can to see across the teachers, to implant s. t. believe, to stimulus and to see across of professional research, and also can to exhibit them skill in back up to problem solving of difficulties involved by the teacher. In other hand, the supervisor must be a lot of skill and experience. Therefore, some rules and regulations of Supervisor that is such as below: 1) Supervisor must to get of best in the theorem of education, develop of education, and process of education; 2) Supervisor must to know the methodology of learning, psychology of education, psychology of study, and realize the weakness of science; 3) Supervisor must to know and competent in to use a scientific method for to accumulate the exact data about problem of education, have a skill and knowledge for to direct the efforts of research, to analyze the result and then to recognize the flaw; 4) Supervisor must to possess of character and able to influence the other human, develop the effort, and efficiency the teacher’s skill; 5) Supervisor must be aware of democratic process depend on open end-talk and free in each problem, and also the effort of cooperative for to achieve the conclusion or decision; 6) Supervisor must to receive the kinds of opinion and to consider s. t. in an objective manner; 7) Supervisor must try to see across the teacher for to learn of program, matter, activity, and procedures of education, in the effort to develop of matter and method teaching learning process in the teach.

    Stubs international school, a school that is prepared to the international school. But to get there is not easy it needs the cooperation of all the components of the school. International schools should be supported by the components which are also internationally, from the components of infrastructure, curriculum, teachers, methods, students, and principals. To become an international school is certainly not an easy task, there are many things that must be addressed so that these components into international standards, especially the changing paradigm of teacher learning from teacher centered to student centered. It is not easy because it is associated with each individual and custom made. Another thing that is needed to build the international school is willing to undertake the commitments already made by all parties concerned, namely government, school (principal, educators), and the community (committee) to jointly build a school performance internationally minded. In my opinion, anything else needed to build the international school is willing to undertake the commitments already made by all parties involved, the commitment to change towards the better.

    Talking about the international school that many schools are developed in Indonesia in recent years, is not separated from the pros and cons. International school is good for the advancement of education in Indonesia. But in its implementation, "create" a standard school internasional not easy. This is because the nature of the ego that stands out, controlled and restricted the movement of the elements of the thesis. But if we can fight against all obstacles to build an international school education is not denied Indonesia will experience progress.

    Konsep SBI adalah ideal, dapat terwujud bila ditunjang sekian banyak prasarat yang harus dipenuhi. Kenyataannya saat ketuk palu SBI dijalankan prasarat-prasarat tersebut masih "dipaksakan" untuk dikatakan siap. Tentunya ini berlaku untuk sekolah RSBI yang segera bermetamorfose ke SBI berdasar target waktu (bukan target kompetensi). Jika ini dilanjutkan maka yang terjadi adalah menyimpangnya tujuan/target SBI. Semula SBI berangan-angan untuk menelurkan outcome lulusan siswa yang benar-benar berkembang lebih maju dibanding siswa lain di sekolah reguler non SBI sebagaimana dikatakan Menteri Pendidikan dan Kebudayaan Muhammad Nuh "Jika semua anak-anak pintar harus bersekolah di sekolah yang reguler, maka dikhawatirkan tidak ada kesempatan untuk berkembang". Namun mengingat kesiapan beberapa RSBI yang dipandang kurang siap maka tujuan/target SBI akan terdegradasi ke Tujuan/target reuler. Tujuan mulia SBI hanya dapat terwujud jika prasarat-prasarat SBI betul-betul dipenuhi. Harapan besar dititipkan kepada pemangku kebijakan penentuan strata SBI semoga vonis SBI bagi sekolah yang dinyatakan lolos benar-benar atas pertimbangan kompetensi sekolah tersebut untuk mampu menampung dan mengebangkan kemampuan siswa-siswanya.

    Being International Standard School or SBI is not easy work.it take cooperation between all aspects of education.Nowdays Indonesia as developed country develop their education in order it can challenge with others country in the world. Although Indonesia want to create the best education, can't forget one things. The Indonesian culture and personality of citizen.

    The context of Indonesian should walk sinergically and can't forget although the international standard should be reacher for Indonesian education.

    SBI yang paling penting mutunya. Jika sekolah sudah merasa unggul, pengayaan untuk menjadi SBI tidak harus mengambil dari negara lain. SBI itu mestinya tetap mengutamakan keunggulan lokal, karakteristik Indonesia, regional, dan global.

    International school is very difficult in the manifest as between theory and reality there is no relationship. Where the international school is an implementation of the theory or the idealism of a dream that is suitable and appropriate to an international standard. But it should be noted that application of a theory should also consider the surrounding circumstances.     Sekolah Bertaraf Internasional : Sebuah Epistemology
    Tujuan pemerintah menyelenggarakan sekolah SBI adalah untuk menghasilkan lulusan yang memiliki kemampuan: 1) menampilkan keunggulan lokal ditingkat internasional; 2) bersaing dalam berbagai lomba internasional; 3) bersaing kerja di luar negeri; 4) berkomunikasi dalam bahasa Inggris dan/atau bahasa asing lainnya; 5) berperan aktif secara internasional dalam menjaga kelangsungan hidup dan perkembangan dunia dari perspektif ekonomi, sosio-kultural, dan lingkungan hidup; dan 6) menggunakan dan mengembangkan teknologi komunikasi dan informasi secara professional. Karena tujuan ini sangat besar maka diperlukan kerja besar untuk merealisasikannya. Seluruh warga sekolah , orang tua, dan pemerintah daerah harus mampu bekerja sama yang baik agar supaya segala sesuatu yang dibutuhkan untuk mencapai sekolah SBI bisa tercapai. Terutama seluruh warga sekolah harus melakukan inovasi – inovasi baru, sehingga ada peningkatan disegala bidang. Guru yang memegang peranan penting dalam mendidik anak harus mau berubah dari yang mengajar dengan system konvensional menjadi guru yang kreatif dalam mengajar. Pekerjaan ini sangat sulit terutama bagi guru – guru yang tinggal di daerah susah untuk melakukan perubahan. Maka untuk menyemangati guru diperlukan kerja besar kepala sekolah dan dinas pendidikan.

    Being International-standard school strictly by improving the qualities of all of aspects of education in that school. Not only just by improving the quality of education systems but also need to promote international level of schooling especially for international-standard school. Promoting international level of schooling is necessary because by that way some international-standard school can be recognized in international level of education. One thing that must be outlined that education personnel who encourage education in international-standard school is not only for teacher, student, headmaster, but also all of component in education, such as supervisor, head of education, etc. And now in this article, i will expand how to promote international level of schooling if I were a supervisor.
    Supervisor is one of component in education who guide, assess, and control about improving quality of teaching learning method and all of components that encourage it. Supervision of education is a form of guidance or coaching are planned to help teachers and other school officials toward improving the situation of education in general and improving the quality of teaching learning in particular in order to obtain better qualities. Basically, there are three fundamental duty supervisor are supervise, evaluate, and nurture.
    Because the main duty of supervisor is assess and guide education technical education and educational administration. Associated with the task of assessing, a school supervisor to collect information about the subject and object of work that is education and administration technique. The information is then processed in such a way. The processed information is used to measure or determine the degree of the quality of the subject. The results of these assessment will inform the school supervisor that the technique of education in the educational unit has met certain benchmarks or standards set or vise versa. Similarly for administration techniques.
    Then if I were a supervisor to promote international level of schooling, when supervising and assessing in school a supervisor can take videos and photos of the school which is supervised. Then as a supervisor, we can upload this videos or photos into website for international online. So it means that international world can view the quality of international-standard school in Indonesia. There are some way to promote and publish international level of schooling in Indonesia whether I were a supervisor.
    Moreover, there are many ways that can be done by supervisor such as:
    1. Take videos and photos of particular international-standard school when that school is supervised and then upload into official website for publishing international level.
    2. After supersivor assess and evaluate administration technique and educational system, absolutely the result will be reflection reference implementation of education. Supervision outcome will be a reference to education policy-making both for the school or as whole. This means that supervisor can improve the quality of education through measures policy taken.
    3. Provide direct guidance to correct errors and deficiencies and help solve problems faced by schools so as to prevent further errors. This supervisor’s role must be improved. Why? However, now the role of supervisor is not optimal. Supervisor has not implemented comprehensive guidance to schools, supervisor only to evaluate the implementation of education in schools.

    Regulatory function of education is time revitalized. During this time supervisor of technical education administrative duties only. Not be an agent that encourages the emergence of fresh ideas for transforming education efforts.

    the majority of wealthy people in Indonesia would like to send their children to the SBI, the parents did not worry or think again of concepts or methods in
    learning in school. although SBI has been proven quality than the schools of national standard
    as well as underneath. however, most do not realize that the SBI to send their children to eliminate
    culture of our ancestors. that is mostly not contained in the SBI and the provision was reasonable because the degree of SBI
    at a school only in the following priority demands of the times instead of seeing the nature of the cultural heritage of our ancestors.
    my personal opinion, I agree with the SBI because the education is appropriate for the times
    but in the acceptance criteria must be in fix, these criteria must be balanced with the local culture or cultural ancestors,
    if it's already done I'm sure one day Indonesia will have the next generation of reliable but has its own characteristics as a nation of Indonesia

    dari poin-poin di atas terlihat jelas bahwa ternyata luas sekali pemahannya, tinggal bagaimana kita mengidentifikasi maupun menerjemahkan poin-poin di atas. walaupun kelihatannya hanya terbatas tetapi apabila kita melihat lebih jauh makan akan sangat luas maknanya dalam hal ini adalah sekolah bertaraf internasional. semoga dengan ini, sekolah bertaraf internasional bukan hanya sekedar nama tetapi juga harus berjiwa dan spirit internasional.   30. sedikit menambahkan, bahwa sekolah bertaraf internasional seharusnya juga harus berlandaskan prinsip tentang Ketuhanan ataupun spiritual. karena segala usaha apapun jika tidak berlandaskan Ketuhanan maka tidak akan memunculkan ruh yang sebenarnya. seperti manusia, bahwa sekolah harus mempunyai rambu-rambu yang berlandaskan Ketuhanan sehingga dalam segala pelaksanaanya dapat memberikan hal yang positif.

Sehubungan dengan standar tambahan yang di tetapkan untuk RSBI dan SBI, maka dapat kita ketahui bersama bahwa pendidik dan tenaga kependidikan di rintisan sekolah bertaraf internasional belum sepenuhnya siap, sebagian besar dari mereka masih perlu mendapat pembinaan yang serius, agar sekolah-sekolah RSBI mampu menjadi sekolah bertaraf internasional sebagaimana diamanatkan oleh Undang-undang Republik Indonesia Nomor 20 Tahun 2003 tentang Sistem Pendidikan Nasional.

    untuk sebuah tujuan yang baik dan benar harus diniatkan dan dilakukan dengan cara yang baik dan benar pula. Begitupula halnya dengan cita-cita bangsa kita yang berusaha mengawali pendidikan SBI sebagai upaya untuk mensejajarkan langkah dengan negara-negara maju lainya di kancah internasional. Negara Indonesia memang baru memulainya, butuh proses yang panjang hingga mampu sampai dipenghujungnya, butuh kesadaran diri untuk belajar dari banyak pihak, butuh menurunkan ego untuk meninsyafi bahwa setiap keberhasilan memerlukan proses yang panjang, butuh memulai dari hal-hal yang kecil, butuh ketaatan pada prosedur-prosedur yang sudah jelas.Bukanlah sebuah kebanggaan bila negara kita telah memiliki banyak SBI namun dibalik itu hanya kamuflase saja, generasi yang dihasilkan belumlah memadai. Semoga menjadi bahan renungan kita bersama, mau dibawa bangsa ini, mau dibawa kemana negara ini, yang jelas "harapan itu masih ada"...

    dari tujuannya untuk bisa meningkatkan kualitas pendidikan di Indnesia memang bagus. tapi melihat kondisi sekarnag ini,masih banyak beberapa sekolah SBI yang belum mempunyai tenaga pengajar yang siap. sehingga sedikit perbedaan antara sekolah regular dan SBI. yang menbedakan lebih pada masalah biaya yang besar untuk SBI. hal ini tentu malah akan menjadi kesenjangan sosial di kehidupan masyarakat karena hanya siswa kayalah yang mampu masuk di SBI. kedepan saya sangan berharap adanya pembaharuan sehingga SBI memang menjadi sekolah standar Internasional yang benar-benar bermutu baik. tenaga pengajar diberi pembinaan khusus dan masyarakat dari kalangan ekonomi menengah ke bawah bisa masuk d sekolah tersebut.

  35. Di antara maksud dikembangkannya SBI tersebut adalah untuk menjawab tantangan global. Sebagai implikasinya, SBI harus bersedia mengikuti perubahan bidang pengetahuan dan teknologi. Pada tahap rintisannya, guru-guru matematika, science serta bahasa Inggris mendapat prioritas pertama untuk melakukan upaya meningkatkan diri, misalnya menyusun silabus, rencana pembelajaran maupun bahan ajar dalam bahasa Inggris. Sekarang, sampai saat usianya 5 tahun, wacana dan praksis program SBI tersebut tampak makin ramai dibicarakan dalam dunia pendidikan di Indonesia. Namun, sampai kini pula, wacana dan praksis program SBI tersebut terus menimbulkan sejumlah persoalan, di antaranya tentang bagaimana proses manajemen pendidikannya agar program itu bisa lebih optimal.

Esensi SBI sebenarnya tidak sekadar kepiawaian pengelola dan stakeholder berbahasa Inggris, melainkan meliputi berbagai hal yang terkait dengan peningkatan sekolah menuju sekolah yang bertaraf global. Ini berarti SBI tidak semata-mata pandai berbahasa Inggris. Pemangku program SBI hendaknya mampu pula memberi motivasi kepada seluruh komponen yang ada pada satuan pendidikan tersebut. Tanpa motivasi yang kuat, baik internal maupun eksternal, program SBI akan menghadapi kendala yang tidak ringan.Di sinilah pentingnya manajemen pendidikan. Apalagi jika mengingat bahwa program SBI memiliki korelasi erat dalam peningkatan kompetensi guru. Karena itu, bila saat ini sekolah didorong melaksanakan program SBI, tampaknya pengambil kebijakan patut merenungkan betapa pentingnya program manajemen pendidikan tersebut menuju SBI yang lebih optimal.

Ditinjau dari sisi manajemen pendidikan, untuk menuju ke arah SBI yang lebih optimal, perlu disadari pula, pengembangan sumber daya manusia (SDM), baik pendidik maupun tenaga kependidikan, penting mendapatkan prioritas utama. Di samping pemodernisasian sistem informasi manajemen pendidikan dengan information and comunication technology (ICT), maka tenaga guru yang disyaratkan pada standar akhir SBI selain minimal sarjana S-1. Mereka harus pula memiliki relevansi antara kemampuan dengan mata pelajaran yang diampu, memiliki sertifikasi profesi guru, memiliki kesanggupan kerja yang tinggi, mampu menggunakan ICT dalam mengajar, dan lulus TOEFL di atas 500. Semua itu makin mengindikasikan bahwa ilmu manajemen pendidikan kian dibutuhkan. Karena itulah, bila bermaksud menciptakan SBI yang lebih optimal, berbagai pemikiran yang berkembang tentang bagaimana idealnya manajemen pendidikan perlu dipelajari dan dikaitkan dengan manajemen SBI.

    terlepas dari pro dan kontra mengenai pelaksanaan SBI di indonesia, SBI merupakan rancangan terbaik terhadap perbaikan mutu pendidikan di indonesia, namun perlu dipertimbangkan lagi adanya pandangan bahwa SBI hanya untuk orang-orang yang berduit saja sedangkan anak-anak dari golongan menengah kebawah hanya dapat melirik saja, hal inilah yang harus dievaluasi dalam pelaksanaan SBI di indonesia sehingga pemerataan pendidikan di indonesia benar-benar terlaksana dengan baik. semoga keterlaksanaan SBI di Indonesia benar-benar berada diatas ketentuan yang benar dalam rangka membangun mutu pendidikan di indonesia.     Every one always wants to be an important or influential person. If someone becomes an important or influential person, he/she can make innovation and make change for the better. In education, one of influential person is a Head of local Government of Educational Affair. The Head of local Government of Educational Affair can make some innovations to change education in Indonesia to be better.

    If I were Head of local Government of Educational Affair, I would make some revolution, especially in promoting International Level of Schooling. Before promoting International Level of Schooling, we have to know the competence of that International level of Schooling at first. As we know, many Pioneers of International Level of School cannot be International Level of Schooling because of many factors. Therefore as a Head of Local Government of Educational Affair, I will try to discuss and improve the system of International Level of Schooling with Agency Head of Education and others related parties to make a better system. Then, we can improve the steps to make Pioneer of International Level of Schooling becomes International Level of Schooling so the International Level of Schooling has a good quality.

    After making a chance to the system, then as a Head of Local Government of Educational Affair, we can promote the International Level of Schooling so it can be famous and well known for many people. One of the efforts to promote International Level of Schooling is making a meeting with educations’ experts then explaining that this school (International Level of Schooling) is one of International Level of Schooling that should be emulated. In this case, we can show the excellence of this school. The other efforts to promote International Level of Schooling as a Head of Local Government of Educational Affair are:
    1. Making a group that has an obligation to promote International Level of Schooling.
    2. Creating some media (magazine, bulletin, etc) that consist of Schools’ profile as an International Level of Schooling.
    3. Sharing that school (International Level of Schooling) with others through online media, such as website, blog, and etc that can make that school is known by others.
    4. Making some events such as education exhibition that consist of School that has International Level of Schooling.

    SBI (Sekolah Berstandar Internasional ) memang suatu hal yang baik dan bagus untuk di kembangkan di Indonesia sebagai salah satu upaya agar pendidikan di Indonesia tidak tertinggal. Namun dalam pencapaian SBI maka tak akan luput dari hal -hal yang ada di dunia. Dalam hal ini adalah sesuatu yang bukan menjadi khas lokal Indonesia. Harus ada interaksi antara yang sudah ada di Indonesia dan hal-hal yang ada di luar Indonesia. Sehingga dalam pengembangan SBI perlu ada komitmen bersama yang kuat anta pihak-pihak yang terkait. Dan tentu saja harus ada kesepahaman bersama karena tidka lah mungkin bisa membentuk suatu SBI jika mengandalkan EGO masing-masing. Karena SBI tak bisa di kembangkan sendiri.

    Sejauh dan secepat apa Interaksi antar hal-hal tersebut sangat berdampak pada seberapa cepat hal itu terwujud dan seberapa baik hasilnya.

    Sekolah bertaraf Internasional (SBI) adalah sekolah nasional yang menyiapkan peserta didik Indonesia berbasis Standar Nasional Pendidikan (SNP) yang berkualitas dalam ranah internasional dan lulusannya berdaya saing internasional. Adapun tujuan utama penyelenggaraan Sekolah Bertaraf Internasional adalah upaya perbaikan kualitas pendidikan nasional, khususnya supaya eksistensi pendidikan nasional Indonesia diakui di mata dunia dan memiliki daya saing dengan negara-negara maju lainnya. Oleh karena itu pemerintah perlu mencermati fenomena mulai berkembangbiaknya SBI. Pemerintah harus mencermati makin banyaknya sekolah yang mengaku berstandar internasional. Jika tidak ada regulasi yang ketat, konsep pendidikan nasional seperti yang diamanatkan dalam konsitusi akan pudar. Saat ini banyak sekolah mengklaim dirinya sebagai SBI. Padahal kurikulumnya biasa saja, atau kurikulum internasional yang digunakan namun pengajarnya tidak mampu menguasai bahasa asing. Artinya, pengertian internasional itu kabur. Jika pemerintah tidak membuat regulasi yang ketat, maka banyak sekolah nasional yang tergerus oleh SBI. Padahal, jika SBI makin menjamur berarti akan terjadi migrasi besar-besaran pengajar asing yang masuk ke Indonesia. Sehingga di Indonesia akan semakin banyak guru yang menganggur dan tidak dipakai karena mereka belum mampu dan mahir dalam mengajar dengan menggunakan bahasa inggris.

Memang untuk menuju Sekolah Bertaraf internasional perlu disiapkan niat dan tekat yang kuat, sehingga sekolahan di Indonesia yang diberi predikat SBI benar2 menjadi sekolah yang kapasitasnya menyamai sekolah-sekolah di negara maju. tentunya banyak syarat yang hendaknya terpenuhi untuk menuju SBI yang dalam elegi ini masuk ke dalam ranah epistemologi. dukungan dari seluruh elemen masyarakat pasti dibutuhkan untuk keberlangsungan menuju SBI.

  44. PAda persoalan ini, ada dua pilihan yang patut dilakukan. Pilihan pertama, dirikan sekolah baru yang berlabel SBI dengan pengelola atau tenaga pendidik dan kependidikan yang telah memenuhi syarat SBI itu sendiri. Pilihan kedua, sekolah biasa dijadikan SBI, tetapi dilakukan seleksi ketat, objektif dan transparan kepada tenaga pendidik dan kependidikan yang ada di sekolah tersebut. Bagi guru yang tidak memenuhi syarat segera difungsikan pada sekolah non-RSBI, sementara yang lulus syarat ditetapkan dengan tetap mendapat pembinaan.
    Jika sekolah yang dianggap lebih berprestasi di daerah tertentu ditetapkan menjadi RSBI, sementara guru yang ada belum memenuhi persyaratan sesungguhnya, tetapi tetap juga dijadikan SBI dengan alasan guru tersebut akan dibina secara berkelanjutan, maka wajar dalam lima tahun RSBI tidak juga berubah menjadi SBI. Sebab, guru yang berkemampuan biasa akan mengalami kesulitan untuk meningkatkan kompetensinya sesuai tuntutan SBI. Agaknya inilah yang menyebabkan kebanyakan guru memiliki kemampuan bahasa Inggris kualifikasi menengah ke bawah.

    Pengembangan Sekolah Bertaraf Internasional memang tidak terlepas dari dukungan pihak-pihak baik pemerintah daerah, pihak sekolah, maupun dunia luar atau negara-negara lain yang mampu mensupport berkembangnya sekolah internasional.
    Sekolah Bertaraf Internasional merupakan pensinergian antara dua dunia yaitu dunia ideal dan dunia nyata. Yaitu antara praktek dan teori, antara pemikiran dan tindakan, antara Indonesia dan luar negeri, antara kemampuan menganalisis dan kemampuan mengembangkan dan masih banyak lagi.
    Semua yang menjadi komponen dalam SBI hendaknya mampu membangun pola pikir dan substansi/hakekat dari suatu pembelajaran. Tidak hanya terbatas pada wadah saja tetapi isinya juga menjadi perhatian penting dan fundamental untuk diwujudkan.
    Jadi dalam SBI hendaknya semua element yang terlibat mampu mendukung terwujudnya pembelajaran yang bermakna dan mencapai taraf internasional.

    Pengembangan SBI berhubungan erat dengan perspektif global untuk membangun sekolah-sekolah berkinerja tinggi, bermutu internasional. Perspektif ini menekankan perlunya transformasi sekolah nasional menuju SBI dengan karakteristik otonomi yang lebih luas, kapasistas inovatif, kinerja berkualitas, dan orientasi nilai. Strategi untuk mewujudkan SBI perlu terlebih dahulu mengungkapkan kondisi keefektifan sekolah sebagai dukungan terhadap pengembangan SBI dengan karateristik tersebut.

  47. Sekolah bertaraf internasional merupakan sebuah kebijakan pemerintah Indonesia untuk memperbaiki kualitas pendidikan nasional agar memiliki daya saing dengan negara-negara maju lainnya. Icon SBI di mata masyarakat Indonesia tak bisa lepas dari bilingual sebagai medium of instruction, multi media dalam pembelajaran di kelas, berstandar internasional. Meskipun SBI ini merupakan salah satu bentuk terobosan Depdiknas untuk mendongkrak mutu pendidikan di Indonesia, namun tak bisa dipungkiri ada beberapa hal yang cukup merisaukan dengan berkembangnya SBI ini di Indonesia.
    Pertama, munculnya kesenjangan di antara peserta didik. Jika SBI ini diterapkan dengan pembiayaan penuh dari pemerintah dan diperuntukkan seluruh siswa di Indonesia, mungkin tidak akan menjadi masalah. Namun, yang terjadi tidaklah demikian.     Sebenarnya kualitas pendidikan itu yang ingin diraih, namun sudah menjadi rahasia umum bahwa pendidikan berkualitas di negeri ini identik dengan biaya mahal. Kecuali jika pemerintah mau mengubah paradigma itu.

    Jadi, setiap elemen yang ada dalam sekolah yang akan menuju RSBI atau pun SBI harus mendukung dan berupaya semaksimal mungkin untuk meningkatkan kualitas sebagai tenaga kependidikan yang bertanggung jawab terhadap amanat Undang-undang SBI.

The rising of International Level of Schooling in a district actually will raise the image of this district.
    The international level of schooling was wished to be able to compete with other schools at the international level and it’s not only at the national region of Indonesia but also at the international region of this world. But unfortunately, the rising of international level of schooling in Indonesia nowadays is like only as a label or a symbol. There are many matters that were still need to improve from the case of teacher, student, headmasters and also the agency head of education a leader that have a rule to decide a wise. For example, there was still a teacher on the international level of schooling that was used traditional method on the process of teaching learning, maybe actually they already use and apply the procedure of modern teaching learning method, but in fact it’s just a procedure like using different formation on the position of the student and the use of modern technology but actually they still apply teacher center learning and as we know that it was the characteristic of traditional method of teaching learning. This was indicated that there is misunderstanding about modern method of teaching learning. It should be an attention for the government especially agency head of education in every district as a decider of wises.
    The agency head of education has a function as a planner of education developing program, a coordinator, a supervisor and a decider of an education policy. Base on the function or rule of the agency head of education, then if I were an agency head of education I will create an innovation that have an aid to improve the system and the quality of education, in the case of teacher, student, headmaster and also all of stakeholder at school is my first priority as the first step to construct the real of international level of school. In my point of view, quality is the most important. A school that was declared as international level of schooling should really suitable in a facility and quality manner.
    As a principal that the rising of international level of schooling should be considered as a necessary, such as the necessary of better quality so they can compete with other international level of schooling in the world and not only as the necessary or better image for a district. So that as an agency head of education, then the policies that I am able to take is developing and supervising the school that is has a potential to be international level of schooling overall.     RSBI and SBI schools still be pros and cons in the community. How that schools is not as though, RSBI and SBI are at the highest caste of the schools that exist in Indonesia. RSBI and SBI schools who do not receive financial support slightly from the central government and local government, schools are regular or ordinary must be very clever to manage the funds that are very limited. RSBI and SBI schools has the authority to withdraw money (SPP) or school development money that are not small from student’s parents, so it is reasonable that parents of students expect more from RSBI and SBI schools. Indeed RSBI and SBI schools offers luxurious facilities, student-centered learning, teachers are more qualified and methods learning are varied, but still many parents who doubt it- it is because they assume when their children enter RSBI or SBI school, they would become commodity to generate more money for the school. Apart from those things that many education observers doubt it will effectiveness of learning in RSBI and SBI schools, they judge there are still many RSBI and SBI schools has not competently perform its functions. Many RSBI and SBI schools is still too much teacher oriented in their teaching learning process. Also there are found many RSBI and SBI schools that have not been using English in the teaching learning process, classroom management was not an innovative and tend to be monotonous.
    So, to change that paradigm RSBI and SBI should be the representation of the regional and the community needs. RSBI and SBI school not only must has supports from stakeholder but also has international components. The international components including teacher competencies, quality of the facilities, sustainable head master, and financial supports.
    People actually have the right to participate in the management education programs in schools (including planning, monitoring and evaluation school programs), then it is feasible that community find out more about their rights and responsibilities in detail and clearly. However, the government in this case the Ministry of National Education does not provide socialization to public about this. And if the public knows and understands about the ins and outs of the education world, including the rights and obligations, then the role and the community can further advance the school. Forms of community participation for the development of the quality of education is through the school committee.     2. Evaluating and monitoring the implementation of international standards for school programs and its development.

  70. it's hard to made international school, in my opinion some of the causes of international school still can not run its full potential until now due to lack of awareness on the educators and the learners in reading (in order to acquire knowledge) as countries Japan, China and America are very aware of the importance of reading so that reading has been regarded as a necessity and an obligation and this very much affects the quality of education in those countries. in addition, a foreign language as the language of instruction in schools with the status of pioneering international school in Indonesia runs ineffective. This is because there is no clear standard of teaching foreign language teaching methods so that each teacher is different. to make school that have international standard is not easy because not only facilities and infrastructure but so many kind must be improved.

    Over time, age is more advanced. Schools were required to develop and more advanced. Many schools in Indonesia is now the national standard, almost in every province has at least one national standard schools. However, to the international level schools in Indonesia are still a few who have the same predicate. It certainly takes a lot of factors in order to obtain an international school predicate. One of them has a human resources (students and teachers) who also have an international capacity, both in terms of cognitive ability, psychomotor, and language. Teachers as a source of learning in schools have a duty to educate their students in order to have an international capacity. But educating a student is not only the duty of a teacher, but parents also have a duty and had a big role in educating their children. Many factors affect intelligence and child development in the nature of his life looking for the broadest knowledge.
    The more intelligent a child will provide a positive impact for anyone and anything around him. Conversely children who are less intelligent fool even also will give unfavorable impact on the surroundings. Children who have intelligence above average generally have cognitive thinking skills and higher than other children in their age. This can be put to good use by parents and the school of the student. With intelligence, for example, a parent would be proud of when to have children are smart. As for school, achievement of these schools would boost and be able to it the name of the school because it has a valuable asset. For parents, this can be done by parents in order to promote the school to international level, for example: (a) educate their children with care and affection for the child the spirit of learning, so bring a positive impact on schools, (b) build relationships with people important people who have the status or position at the international level so that they can promote their children's school through the relation, (c) gives the form of financial support to schools to support schools that are useful for promoting the school.

    International Level of Schooling is a topic that is being discussed at this time. An Indonesian government policy to improve the quality of national education in order to have a competitive edge with other developed countries. Nowadays, demanding human resources that can compete globally. And to produce human resources that can compete, there is need for improvement of education quality.

    Currently International Level of Schooling is spread across various regions in Indonesia. Many schools that had national standard became an international school. To become an international school, not an easy thing because there are many conditions to be met and require support from various parties. One was the support of parents.
    If I were a student parent I will promote International Level of Schooling by supporting my children to attend school in the International Level of Schooling. With children in school at International Level of Schooling, expected later the child will have provision to face global competition is happening at this time. If each parent supported the child to attend school in the International Level of Schooling, indirectly the parents have promoted International Level of Schooling. Parents can also act as information agent in the community, for example in the workplace. Through a chat about their children (who school at International Level of Schooling), thus indirectly information about the International Level of Schooling will spread to other parents. And will share about International Level of Schooling’s information in my community. That my way, how to promote International Level of Schooling if I were a student parent.

    Developing and Implementing Cognitive Scheme
    Cognitive scheme is not far from schemata. There are some choice of method to educate make the education world be shiny. The new paradigm, students construct their knowledge. Also, we can’t transfer of knowledge to the students. The new paradigm also said that teacher is just as facilitator, not dominate his students, and then teacher must make curriculum that satisfy their students ability. That is some application of scaffolding in learning mathematics. Scaffolding itself is to be defined as interaction among the older to the younger that make the younger can do things beyond his ability . Based on mean of scaffolding, this is near to the Zone Proximal Developing (ZPD) of Vygotsky. In ZPD, a student will be developing their ability –in this case, student get problem beyond his ability- when he gets tutorial from the expert people, teacher or friends that have been expert. Before ZPD, a student has factual and actual area. Both factual and actual areas are the ability of the student to learn by himself or by media but without any people help him. Schemata are a human thinking that structured. Schemata have other name cognitive structures. This schema can change and develop to be new schema by assimilation and accommodation processes. Assimilation is cognitive processes that allow student to integrate the new information or experience into student’s old schemata to the new schemata. Accommodation is restructuring the old schemata to new schemata because of experience or information, but can’t be integrated easily like assimilation. A schema is quite important in contextual learning. From the real problem, schema is to be the way also bridge connect real problem to the abstract things in mathematics. Dr. Marsigit ever shows us the iceberg concept. From the real problem, start to construct schema continue by constructing knowledge by doing assimilation and accommodation, student construct new scheme to the abstract mathematics.

    International level of schooling becomes controversial issue. People, Indonesian or foreigner, was doubt about the quality of international level of schooling. People hesitate about the accomplishment in standard of international level of schooling. All of education’s agents need to promote International level of Schooling in order to convince that International level of schooling is better education and it can cover the education goal. International level of Schooling in Indonesia can improve international impression in quality, process and output of education. One of the education agents who need to promote it, beside their duty and authority is The Member of House of Representative. In this paper, it will be shared about how to promote international level of Schooling if I were the member of House of Representative.

    A. Introduction
    Prof. Dr. Musliar Kasim, the vice Ministry of Education and Culture in Education Sector, asked Badan Penelitian dan Pengembangan (Balitbang) Kementrian Pendidikan dan Kebudayaan to inspect aboout International level of Schooling in Indonesia when he opened 'Lokakarya Penajaman Peran dan Fungsi Balitbang Kemdikbud dalam rangka Reformasi' at Bogor, 22nd October 2011. He asserted that this inspection is caused by many critics and suggestions from society. The society encourages government to inspect about international level of schooling causes of the implementation and the accomplishment standards of international level of schooling still low.
    International level of Schooling needs to promote, the quality and the public impression, local and international public. The agents of education should more seriously to promote it. The agents of educations are teachers, head master, school committee, student’s parents, government, researchers, etc. The house of representative, one of the education’s agent from the government, have big role in promoting education in Indonesia. The house of representative, as conveyor of civil rights, should struggle for education for civil.
    The Indonesian Constitution, UUD 1945, stipulates three functions of the Indonesian House of Representatives, also known as DPR, namely law making (legislation) function, national budget determination, and control function. In legislation function, DPR create a policy or law to improve the Archipelago concept, character building, nation unity, nation productivity, and international relation. In control function, DPR should face a lot of horizontal conflict in country, that can break unity, and DPR should control how the accomplishment of civil rights, include about education. In budgeting, DPR should make a good budgeting for nation need. In education, DPR allocate budget for international level of Schooling. This budget is for operational budgeting in improving the school’s quality.
    The house of Representative, whose function, responsibilities and authority high, can give big impact in education promoting. Promote the quality, the civil impression and international impression for Indonesia, especially for Indonesian’s education can improve not only the education’s quality, but also improve the nation’s quality, and can give a guaranty about Indonesian’s future.

Each school must improve itself in order to be able to synthesize between thesis and anti thesis. Schools in Indonesia is still in the starting point. To be international schools, the school must synergize thesis starting point and terminal point. The constraints will appear in this effort. However, this should not dampen the spirit of making a quality international school is created. If the international school has materialized, Indonesia has increased the education system and human resources increased.     Schools in Indonesia is developing itself into an international school. Most schools in various regions in Indonesia vying to become international school. In promoting the International Level of Schooling, active participation from relevant parties is required. One of the parties concerned is a member of house of representative.
    We, as members of house of representative can promote the International Level of Schooling so it can be famous and well known for many people. Members of house of representative may invite other parties to the foreign parties to promote international levels of schooling. As a member of house of representative, I can invite education experts from other countries such as Japan, China, the United States, Britain, and others so that they know the international level of schooling in Indonesia. In addition, as a member of house of representative, I can:
    1. Propose to the local government to create a group of other legislators are competent in promoting international education to the level of schooling.
    2. In cooperation with foreign parties to the international advanced international level of schooling.
    3. Contains information on the international level of schooling in websites, blogs, online media and local governments so that people can access it.
    4. provide funds to the SBI to create a media campaign on the international level of schooling to other parties.

    e. Held communication forum between some school both international level of schooling and national level of schooling (SSN).
    f. Give schoolarship to some teacher so that they can study in S2.

    I heard some complaint from some old teacher in RSBI and SBI that they were so surprize about the differences between the traditional and the modern one. Habituation made them to act like the usual, means using the traditional method, and it happen since very long time ago. They follow the school’s program about increasing English and using IT tool. But They state that they can’t change their method to teach in an instant. They also have awareness that there is always a change in education.
    I think the most important thing here was process. Process is a certainty thing in a human life. And talking about SBI RSBI, we trust process become the real SBI was not instant. It need more time to change from the traditional into the modern type of teaching.

    We have already known that Teacher Club empowering is a part to promote International Level of School, but, still there are some obstacles faced. So, if i were a member of Teaching Club, i will do some things as follows:
    1. At least, i build my own awareness about the importance of Teacher Club existence. When I’m aware, it’s easier to make other teacher aware.
    2. Empowering Teacher Club to facilitate improving teacher competence by designing some programs such as:
     International Level of Schooling Discussion; this event will discuss all about ILS, start from the definition, tools, characteristic of ILS. Expected, this event wills in-depth teacher knowledge about ISL and decrease teacher misunderstanding about ISL concepts.

    International Standard School (SBI) is a model school in Indonesia, or schools that meet National Education Standards (SNP), viewed from the aspect of competency, content, process, educators and educational personnel, facilities, financing, plus other advantages that make schools capable of competent national or international. SBI aims to produce graduates nationwide but has international quality (Government Regulation No. 19/2005 and Permendiknas. 23/2006), which include basic education (elementary, junior high), Secondary Education (high school and vocational school). There are some standard dimensions of SBI, which is the general criteria that include inputs, processes, supported by the curriculum, facilities, organization and management and supported by educators and educational staff in SBI required to produce highly competitive output. Therefore, if I became a major, to improve the quality of an international school education and promotes the international level of schooling, I will do several things, among others:
    • Provide adequate funds and facilities
    In order to improve the quality of international school education, I will provide funds to schools that have the potential of SBI in accordance with the conditions set. SBI Funds to encourage the provision of schools that could potentially be SBI, also intended to motivate the local governments, business and industrial world and the wider community of the importance of providing qualified human resources and be able to compete globally. Besides, I also will provide educational facilities that encourage peyelenggaraan SBI (learning media, books and equipment). Because it affects the development of the SBI region or area of the city. School facilities as places Competency Test, maid service and training center for other schools, as well as production units that serve the general public. SBI facilities and infrastructure must meet the SNP and international standards, for it required a large budget that can be sought from the central government budget, and local government and of society as a user, so that the SBI program will actually come to fruition.
    • Promote the International Level of Schooling
    I ‘ll promote the international level of schooling with all elements of the school and members involved in improving the quality of the SBI, the SBI program will socialize at every opportunity so that people know more about SBI. I will promote that the SBI program implemented according to standards of accountability and performance of SBI to produce competitive output in order to graduate can be more competitive in regional, national and international. Promotion and dissemination is expected to foster public awareness that the SBI is not just a label, but also can produce output of high quality and competitive.

    Now the quality of education in Indonesia have been change. In order to improve the quality of education in Indonesia, the current Government is being pioneered the school with an international standard or colloquially known as International level of schooling. A school can be expressed as the International level of schooling if the school is the school managed to meet the requirements to become a International level of schooling and pass in an evaluation conducted by the authorities. In order to become a International level of schooling needs to be executed promotion activities about International level of schooling. This activity can executed by the head master.
    Because of that, if I become a head master the effort would I do to promote the International level of schooling that is by pioneering a good relation with the school or educational institution of international certification. In addition to partnering with the school or educational institution of international certification, as a head master, i need to develop systemic networks started from the level of the community, regional, national, and international. To gain strong support in the effort to develop International level of schooling, I as the head master must establish a partnership with the local government, the Committee, and the parties can support the program, either in the form of policy or in the form of budget support. Then to extend the promotional activities of the head master need to establish cooperation with the parties which have competence in the field of ICT to help the school in creating websites that can be used to introduce or promote school in more detail and professional over the internet that are equipped with interactive profile that can be used to introduce or promote the management, system and the situation in the school at a general audience. So the promotion activities International level of schooling can be done fastly, easy, and smoothly.

    International Standard School or in Indonesian we call it Sekolah Berstandar Internasional (SBI) has been main topic now days. Why? This is one of government voice that made this topic become warmer. “I agree that SBI should be corrected. The substation of SBI now days does not contains international quality,” said Dedy Gumelar in one of the event with Ikatan Guru Indonesia (IGI). Not only the government, but also the society should give their contributions in developing this big process. Some people think that the quality in some SBI is less than expected; moreover there is some people that object this idea. They said SBI is school for elite society, middle and lower class of society cannot afford some school like this. And this is only make a big gap between regular school and SBI, thus it can make social imbalance in society.
